IRCC Canada offers permanent residence to 90,000 international students and temporary workers.

These special IRCC Program will grant permanent status to temporary workers and international graduates who are already in Canada and who possess the skills and experience we need to fight the pandemic and accelerate our economic recovery.

Effective May 6, 2021, Immigration, Refugees and Citizenship Canada (IRCC) will begin accepting applications under the following 3 streams:
The special program ends on November 5, 2021


Program 1: Permanent residence for foreign nationals (PG Work Permit / Open Work Permit / LMIA Work Permit / PNP Open Work Permit)  in Canada (outside of Quebec), with recent Canadian work experience in essential occupations
Quota: 50,000 Applications

Eligibility requirements:

  1. Must Present in Canada
     
  2. Have at least one (1) year of full-time work experience, or the equivalent in part-time experience (1,560 hours), in Canada, in an eligible occupation listed in Annex A or Annex B in the three (3) years preceding the date when the application for permanent residence is received.

Stream A (20,000 Applications) : one or more year of work experience listed only in Annex A. (Experience cannot be combined with Annex B) 
Stream B:(30,000 Applications) one or more year of work experience listed in Annex B, or a combination of occupations in Annexes A and B.

Annex A – 40 Eligible Health-Related Occupations (Note: Experience cannot be combined with Annex B occupations)By increasing immigration targets, the Canadian government aims to spur economic recovery and job creation.

Annex B – 95 Other Eligible Essential Occupations (Note: one year of work experience can be combination of occupations in Annexes A and B).

3. English Requirement: Canadian Language Benchmark 4 (English or French) 

CLB 4 = IELTS Score = L:4.5, R:3.5, W:4.0, S:4.0 
CELPIP= 4 score in all components.

Program 2: Permanent residence for foreign nationals (Study Permit / PG Work Permit / Co-op Work Permit)  in Canada (outside of Quebec), with recent Canadian Post-Secondary Education
Quota: 40,000 Applications

Eligibility requirements:

  1. Must Present in Canada at the time of filing the application
     
  2. Have studied at Public Post-Secondary College/University or Private Post-Secondary College/University confer degree (between January 2017 to present)
     
  3. Have granted Associate, Bachelor’s, Master’s, or Doctorate program of at least 8 months in duration.
    OR
    A degree, diploma, certificate, or attestation issued on completion of a program of any duration leading to an occupation in a skilled trade (listed in Annex A)
    OR
    Any other degree, diploma, certificate, or attestation issued on completion of a program of 16 Months duration (equivalent to a two-year credential) 
  1. Must be employed on work permit (including PG Work Permit Co-op work permit) at the time of PR application received by IRCC.
  1. English Requirement: Canadian Language Benchmark 5 (English or French) 
    CLB 5 = IELTS Score = L:5.0, R:4.0, W:5.0, S:5.0 
    CELPIP= 5 score in all components.
